Sacred Heart Parish-Shrine Announces New Parish Leaders

In line with the directives of the Diocese of Cubao to strengthen parish leadership and participation, the Sacred Heart Parish-Shrine formally announces the appointment of its new Parish Finance Council (PFC) and Parish Pastoral Council (PPC) with Ministry Heads.

The newly appointed leaders will first be commissioned at the Diocesan-wide commissioning Mass on August 28, 2025, 6:00 p.m. at the Cathedral of the Immaculate Conception, Cubao, together with parish leaders from across the diocese.
A local parish commissioning and orientation will then follow on Saturday, September 13, 2025, 6:00 p.m. at the Sacred Heart Parish-Shrine, Kamuning, with Mass, a simple dinner, welcoming, and orientation activities.
Thanksgiving for Outgoing Leaders
The parish community first expresses its heartfelt gratitude to the outgoing PPC leaders and ministry heads for their years of faithful service. Their generosity, time, and commitment to the mission of the parish have borne much fruit and prepared the ground for new leadership.
Parish Finance Council (2025–2028)
Under the leadership of the new bishop of Cubao, Most Rev. Elias Ayuban, Jr., CMF, the Parish Finance Council (PFC) has been given an even stronger role in the diocese. Bishop Ayuban has emphasized good governance, transparency, and accountability as essential marks of stewardship in the diocese, making the PFC not merely advisory but truly integral to the mission of the parish.
This direction is consistent with Canon 537 of the Code of Canon Law, which provides:
“In each parish there is to be a finance council which is regulated by universal law as well as by norms issued by the diocesan bishop. In this council the Christian faithful, selected according to the same norms, aid the parish priest in the administration of the goods of the parish.”
Accordingly, Fr. Randy Flores, SVD, parish priest and rector, has appointed the following to serve a three-year term (2025–2028):

Committee on the Protection of Minors and Vulnerable Adults
In response to the urgent call of the Church to safeguard the dignity and safety of every person, our parish is establishing this new and timely committee. In today’s world, where minors and vulnerable adults are often at risk, this parish-based body ensures that our community actively promotes protection, respect, and care for those most in need.

Moving Forward in Mission
Fr. Randy Flores, SVD, emphasized that these appointments reflect both continuity and renewal in parish life:
“Leadership in the Church is a mission of service. With the strengthening of the Parish Finance Council under Bishop Elias Ayuban, and the dedicated service of our parish ministries in the spirit of a synodal church, we see the Spirit guiding us towards accountability, inclusivity, and greater pastoral care. The introduction of new diocesan ministries, such as Mission Animation and LGBTQ, is a clear sign of the Church’s growing commitment to mission as evangelization and pastoral accompaniment in today’s context.”
The Committee on the Protection of Minors and Vulnerable Adults is especially timely and vital in today’s world. It underscores the Church’s unwavering responsibility to safeguard the dignity, safety, and well-being of children, youth, and vulnerable persons. This committee is not only preventive but also healing in its mission, ensuring that our parish remains a community where trust, protection, and pastoral care are lived realities.
The Mission Animation Ministry highlights that the Church is missionary by its very nature, and that every baptized person is called to witness to the Gospel in word and deed. Its task is to deepen missionary awareness and commitment across all parish groups, reminding us that mission is not confined to a few, but is the vocation of the whole People of God.
Sacred Heart Parish Shrine has always been a missionary parish, entrusted since its foundation 84 years ago to the care of the Divine Word Missionaries (SVD). This heritage reflects the very charism of the congregation founded by St. Arnold Janssen in 1875, which this year marks its 150th anniversary. The celebration is a reminder that the missionary spirit is at the heart of both the SVD and the life of our parish and shrine.
The LGBTQ Ministry, meanwhile, is recognized as a new and timely pastoral ministry (napapanahon), reflecting the Church’s openness to accompany persons with respect, compassion, and sensitivity, and to ensure that no one feels excluded from the love and mercy of Christ.
